Policy coherence in the demographic domain plays a pivotal role in the effectiveness of population policies and the achievement of national development goals. This qualitative study aims to identify the existing challenges to policy coherence in Iran’s population sector and propose actionable solutions. The harmony of population policies as a key factor in the success of demographic policies requires a coordinated and localized approach that simultaneously adapts to the cultural and institutional conditions of the country. This study was conducted with the aim of presenting a localized model for enhancing the coherence of demographic policies in Iran, based on an institutional coordination approach and Islamic management, using a qualitative method. Data was collected through semi-structured interviews with relevant experts and officials and analyzed thematically to explore various aspects of the topic. The findings indicated that key components include strengthening coordinated institutional structures, clearly defining roles, implementing values and principles of Islamic management, and utilizing inter-sectoral interactive mechanisms, which play an important role in enhancing the coherence of demographic policies. The proposed model, while respecting the religious and cultural foundations of the country, provides a framework for effective coordination among institutions and can be a guide for policymakers in demographic planning.
